Egypt, a Strategic Partner?

 

The belated resumption of official diplomatic relations with Egypt after a quarter century of unnecessary division may be considered as a sign of a welcome change in the Islamic Republic's foreign policy strategy.

     Despite Iran's opposition to Camp David accord, we should've never broken ties with Egypt. We could've only announced our opposition to the agreement. It was their business how to protect their own national interests. We are not at the front line of Israeli assaults nor have common borders with Israel; therefore, we cannot expect a country with such disadvantages to remain at constant state of war. It was the Egyptians who had to bear the costs and re-precautions of constant war-readiness, eating up national income and assets. Egypt fought three unsuccessful wars, however for a good cause, each time losing national pride along with a lot of money, and each time causing Israel to further strengthen its offensive capability, and to demand and get greater assistance and sympathy from big powers. The useless wars only made Israel look more of a victim than an aggressor, thus further depriving the people of Palestine of a chance to liberate their occupied land or to come to an honorable solution.

     Egyptians finally wisely decided that their national interests and even those of the Palestinians are better served, if they concentrated on strengthening their national economy and improving the welfare of their people. If Egypt is expected to help Palestinian, which she should and probably will, she should get strong first. And that doesn't mean in terms of guns and bullets. It means a period of peace and cooperation when all assets are directed toward economic development. Israel will be cautious in its behavior, only when faced with strong neighbors with strong economies and people who stand behind their governments.

     Naming a street in the Capital of Iran after the assassin of a head of State, no matter how bad his policies, is not something a civilized and cultured nation would do. Celebrating any one for taking the life of another, is against our national dignity, our cultural upbringing and our religious beliefs. It was wise to remove this dark spot from our records.   

     Egypt is the only country in the Arabic speaking world that can be a natural strategic partner with Iran. A non-Arab nation, about our size in population, and strategically situated, Egypt can become the other side an axis of cooperation and development. An Iran-Egypt alliance can bring stability and peace to a region deeply divided on emotional grounds, due to self-serving segmentation by foreign powers rather than historical evolution, which is also searching for national identities.

     I foresee that some time in the future, an India-Iran-Egypt defense alliance may be a strategy our policy-makers will consider pursuing.

     Egypt and Iran can cooperate in industry, tourism and trade. The two countries can also pool their resources to unify research in mutual areas of interest, such as medicine, nuclear and space technologies.

 مصر، يک شريک استراتژيک؟

از سر گيری دير هنگام روابط رسمی ديپلماتيک با مصر، پس از يک ربع قرن جدايی غير ضروري، را می توان يک تغيير خوشامدانه در استراتژی سياست خارجی جمهوری اسلامی بشمار آورد.

با وجود مخالفت ما با موافقتنامه کمپ ديويد، هرگز نمی بايستی پيوند خود را با مصر می گسستيم. ما می توانستيم فقط مخالفت خود را به موافقتنامه اعلام کنيم. مصريان خود دانند که چگونه از منافع ملی خود محافظت کنند. ما در صف اول حمله اسراييل نيستيم، و نه اينکه مرز مشترکی با اسراييل داريم؛ بنابراين، ما نمی توانيم از کشوری که اين دشواريها را دارد انتظار داشته باشيم که خود را دائم در حالت جنگی نگه دارد. اين مصريان بودند که می بايستی هزينه جنگ- آمادگی دائمی کشورشان را، که درآمد و داراييهای ملی شان را می بلعيد، تحمل کنند.

مصر سه جنگ ناموفق را جنگيد، هرچند که برای يک هدف خوب، ولی هر بار غرور ملی خود را همراه با مقدار زيادی دارايی باخت، و هر بار باعث شد که که اسراييل بيشتر توان تهاجمی خود را تقويت کند، و هر بار درخواست کمک بيشتر و دلسوزی بيشتر کند، و آنها را دريافت هم بکند. اين جنگهای بيهوده تنها اسراييل را بيشتر مظلوم جلوه داد تا متجاوز، و بنابراين مردم فلسطين را بيش از پيش از بخت آزادسازی سرزمينهای اشغال شده خود، و يا يافتن يک راه حل شرافتمندانه، محروم ساخت. مصريان سرانجام خردمندانه تصميم گرفتند که منافع ملی آنان، و حتی فلسطينيان، در آنست که توجه خود را بر نيرومند سازی اقتصاد ملی و بهبود زندگی مردم خود متمرکز کنند. اگر قرار است مصر فلسطينيان را ياری کند، که بايد و احتمالا خواهد کرد، نخست بايد نيرومند شود. و اين به معنای نيرومندی با تفنگ و گلوله نيست. بلکه يعنی يک دوران صلح و همکاری که در آن همه توانها بسوی توسعه اقتصادی معطوف گردد. اسراييل تنها هنگامی در رفتار خود محتاط خواهد شد که با همسايگانی نيرومند که دارای اقتصادهايی نيرومند و مردمی  که پشتيبان دولتهای خود هستند روبرو باشد.

نامگذاری يک خيابان در پايتخت ايران بنام قاتل يک رييس دولت، هرچند هم که سياستهای او بد بوده باشد، چيزی نيست که يک ملت متمدن و بافرهنگ انجام می دهد. بزرگداشت يک نفر بخاطر گرفتن جان يک نفر ديگر خلاف حرمت ملي، پرورش فرهنگی و باورهای دينی ماست. خردمندانه بود که اين لکه تيره از پرونده ما پاک شد.

مصر تنها کشور در جهان عرب زبان است که می تواند يک شريک طبيعی استراتژيک برای ما باشد. يک کشور غير عرب، با جمعيتی باندازه ما و موقعييتی استراتژيک، مصر می تواند آن سوی يک محور همکاری و توسعه باشد. يک همبستگی ميان ايران و مصر می تواند ثبات و صلح را به منطقه ای بياورد که به دليل زمينه های احساساتی ازهم جدا هستند. منطقه ای که بجای روند طبيعی تکامل تاريخي، با دخالت نيروهای بيگانه برای مقاصد خود قطعه قطعه شده، و در نتيجه مردم آن هنوز در پی هويتی ملی برای خود هستند.

من پيش بينی می کنم که درزمانی در آينده، سياستگزاران ما استراتژی همبستگی دفاعی هندوستان- ايران- مصر را مورد توجه و پيگيری قرار دهند.

مصر و ايران ميتوانند در صنعت، جهانگردی و بازرگانی همکاری کنند، و منابع خود را برای پژوهش مشترک در رشته های مورد علاقه خود، مانند تکنولوژی های پزشگي، هسته ای و فضايي، يکپارچه نمايند.
