An open letter to
the United Nations High Commissioner for Refugees regarding exodus of millions
of Afghani Immigrants and Refugees from Iran
Copies to: Amnesty
international, High Commissioner for Human Rights, International Labour
Organization, UNICEF …and Ministry of Labour - Foreigners Affairs Department
The Iranian Regime
has started deporting millions of Afghani Immigrants and Refugees, including
thousands of children, who have been living in Iran for so many years.
The Afghan
Immigrants and Refugees living in Iran have been depriving of all rights
recognized by the international conventions. They have been living and working
in Iran for over 20 to 30 years, yet they have not received legal immigration
documents and work permits. They have been discriminated by the Iranian
authorities and unofficially have been allowed to work in hard and menial jobs,
for their cheap labours, which are included in 12 business sectors. They have
not been covered by any Labour law or unemployment insurance during those years
they have been living and working in Iran, and now the regime is deporting them,
excusing of lacking residency documents and work permits.
The Iranian
Ministry of Labour has been forcing and announcing the dismissal of Afghan
workers from all business sectors and this is including an agreement between the
Ministry of Labour and the Tehran Municipal Services Department, dated November
4, 2006 to dismiss 5000 afghan workers who have been working for the city. On
this date also a series of agreements between the Foreigners Department,
Unemployment Prevention Department, and the Ministry of Labour - Unemployment
Insurance Department and the Tehran Municipal Services Department have been
ratified based on the immediate dismissal and depriving the Afghan workers of
all their benefits they legally entitled for so many years of hard working.
We, hereby urge
the UNHCR and OHCHR to protest this obvious human rights violation by the
Iranian Regime and to negotiate the exodus of the Afghan Immigrants and Refugees
to be stopped and force the Iranian Authorities of granting them permanent
residency documents and work permits.
We urge ILO to
protest the exodus of millions of Afghani workers who have been exploited and
abused in inhuman conditions for years and request for their permanent
employment covered by the Iranian Social Insurance and Labour Laws.
Several Afghani
Children’s schools have been closed recently. Afghani children are not allowed
to go to the Iranian schools and the Afghan Immigrants have been funding and
building their own schools for their children. Closing these schools and
deporting the children violating the children’s rights conventions. We urge you
to force the Iranian Regime to reopen those schools and to recognize the
children’s rights conventions for the Afghani children.
The Campaign of
Supporting Afghani Immigrants and Refugees in Iran
We urge all of
you, individuals and humanitarian organizations, human rights, children rights,
women and refugees rights advocates joining the Campaign of Supporting Afghan
Immigrants and Refugees
