ما از درخواست سازمان عفو بینالملل برای تشکیل یک سازوکار مستقل، بیطرف و بینالمللی جهت حقیقتیابی درباره جنگ چهلروزه علیه ایران حمایت میکنیم.
گزارشها از کشته و زخمیشدن غیرنظامیان، آسیب به مناطق مسکونی و تأسیسات غیرنظامی، و احتمال نقض قواعد حقوق بینالملل بشردوستانه، بسیار نگرانکننده است. هیچ دولت، ارتش یا گروه مسلحی نباید از پاسخگویی برای تعرض به جان و امنیت مردم غیرنظامی مستثنا باشد.
طرح احتمال ارتکاب جنایت جنگی از سوی آمریکا و اسرائیل، یک اتهام حقوقی جدی است؛ اما راه درست برخورد با آن، نه انکار و نه داوری سیاسیِ پیشاپیش، بلکه تحقیق مستقل، شفاف و مبتنی بر شواهد است. چنین تحقیقی باید همه طرفهای درگیر را بررسی کند و هرگونه حمله عمدی یا بیتمایز علیه غیرنظامیان، مراکز درمانی، مدارس، زیرساختهای حیاتی و اماکن غیرنظامی را مستند سازد.
حمایت از این حقیقتیابی به معنای تأیید سیاست یا عملکرد هیچ حکومت و نیرویی نیست. دفاع از حقوق بشر یعنی دفاع یکسان از جان انسانها؛ چه قربانی ایرانی باشد، چه اسرائیلی، فلسطینی، لبنانی یا هر انسان دیگری که در این جنگ آسیب دیده باشد.
ما خواستار آنیم که جامعه بینالمللی از تشکیل کمیته حقیقتیاب مستقل حمایت کند، امکان دسترسی آن به اسناد، محل حملات و شاهدان را فراهم سازد و در صورت احراز مسئولیت، عاملان و آمران نقضهای جدی حقوق بینالملل را بدون تبعیض پاسخگو کند.
حقیقت، عدالت و احترام به جان غیرنظامیان، پیششرط هر صلح پایدار است.

Statement in Support of Amnesty International’s Call for an Independent
Fact-finding Mission into the 40-day War and the Possible Commission of
war Crimes by the US and Israel
We support Amnesty International’s call for an independent, impartial, and international fact-finding mission into the 40-day war against Iran.
The reports of civilian casualties, damage to civilian areas and facilities, and possible violations of international humanitarian law are deeply concerning. No government, military or armed group should be exempt from accountability for violations of the lives and safety of civilians.
The allegation that the US and Israel may have committed war crimes is a serious legal charge; but the right way to deal with it is not denial or political judgment in advance, but an independent, transparent, and evidence-based investigation. Such an investigation should examine all parties to the conflict and document any deliberate or indiscriminate attacks on civilians, medical facilities, schools, critical infrastructure, and civilian areas.
Supporting this fact-finding mission does not mean endorsing the policies or actions of any government or force. Defending human rights means defending human lives equally, whether the victim is Iranian, Israeli, Palestinian, Lebanese, or any other human being affected by this war.
We call on the international community to support the establishment of an independent fact-finding commission, provide it with access to documents, attack sites and witnesses, and, if found responsible, hold the perpetrators and commanders of serious violations of international law accountable without discrimination.
Truth, justice, and respect for civilian life are prerequisites for any lasting peace.
