جلسه افتتاحیه اولین دوره مجمع کنگره آزادی در تاریخ ۱۰ اردیبهشت ۱۴۰۵ برگزار خواهد شد
پیرو برگزاری موفقیتآمیز نخستین همایش کنگره آزادی ایران و درخواست فراگیر مشارکتکنندگان برای تشکیل یک نهاد همکاری و هماهنگی برای آزادیخواهان ایران بر مبنای دموکراسی سکولار، کثرت گرایی و حقوق اساسی، نهایتاً پس از ایجاد یک فرآیند چند مرحلهای مشورت و رأیگیری، شورای هماهنگی کنگره آزادی ایران، سند تأسیس نهاد کنگره آزادی ایران را در جلسه مورخه ۲۸/۱/۱۴۰۵ خود مصوب کرد.
این سند مبانی پایهای در خصوص ارزشها، مأموریت و هدف کنگره آزادی ایران و همچنین ساختار و فعالیت آن را مشخص کرده است. با این حال سند، جا را برای ارتقاء و اصلاح این موارد بر مبنای خرد جمعی و با حضور طیف بزرگتری از فعالان سیاسی و مدنی باز گذاشته است.
مصوبه تأسیس کنگره آزادی ایران نهادی را بنا نهاده است که هیچ فرد یا گروهی در آن دارای جایگاه ثابت و مرکزی نیست و همه ارکان و مدیران کنگره در انتخابات دورهای، با رأی کلیه اعضاء کنگره قابل تغییر خواهند بود. نه تنها انتخابات به عنوان ابزاری برای ارزیابی کارآمدی و میزان توسعه همکاری بین آزادیخواهان و ارتقاء فعالیتها در نظر گرفته شده است، بلکه در متن بر تغییر، نوسازی مستمر و امکان رشد سریع مبتنی بر شایستگی برای اعضاء جدید به صراحت تأکید شده است.
کنگره، علاوه بر اینکه پلتفرمی باز برای ایجاد یک گفتگوی ساختارمند در خصوص اختلافات اساسی و همین طور اهداف، ارزش ها و چشمانداز مشترک توسط افراد ایجاد کرده است، فرصتی نیز برای گردهمآیی و همافزایی فعالیت احزاب و تشکلهای سیاسی برای هماهنگی و تعریف پروژههایی با مشارکت داوطلبانه فراهم کرده است. در این ساختار تلاش شده است ترکیب مناسبی از نقشآفرینی احزاب و تشکلها درکنار مشارکت افراد و اشخاص حقیقی فراهم شود.
طراحی ساختارهای کنگره به جای تأکید بر اصالت تعداد رأی یا شهرت بیشتر افراد یا گروهها، بر مبنای این اصل بنیادین بنا شد که وقتی صحبت از حقوق اساسی است، از همه ذینفعان گروهها، زبانها، اتنیکها و گرایش و جریانهای سیاسی و اجتماعی باید دور میز تصمیمگیری حضور داشته باشند.
این سند مبتنی بر ارزشهای اساسی نخستین همایش کنگره آزادی ایران و دادههای استخراج شده از نظرسنجی از مشارکت کنندگان در آن همایش و با مشورت متخصصان و افراد باسابقه در حوزه طراحی سازمان تدوین شده است.
اولین مجمع کنگره در تاریخ ۱۰ اردیبهشت ۱۴۰۵ برگزار خواهد شد. پس از تشکیل نخستین جلسه مجمع و انتخاب ارکان کنگره، مأموریت شورای هماهنگی کنگره پایان خواهد یافت.

Founding Charter of the Iran Freedom Congress Approved by the Coordinating Council
Inaugural Session of the First Assembly to Be Held on 30 April 2026
Following the successful convening of the first conference of the Iran Freedom Congress and the broad call from participants for the establishment of a cooperative and coordinating body for Iran’s freedom-seeking forces—grounded in secular democracy, pluralism, and fundamental rights—the Coordinating Council of the Iran Freedom Congress has approved the Founding Charter of the Iran Freedom Congress. The charter was adopted at the Council’s meeting on 17 April 2026, after a multi-stage process of consultation and voting.
The document sets out the foundational principles concerning the values, mission, and purpose of the Iran Freedom Congress, as well as the framework for its structure and activities. At the same time, it leaves room for these elements to be further developed and refined through collective deliberation and with the participation of a broader range of political and civic actors.
The founding resolution establishes an institution in which no individual or group holds a permanent or central position. All governing bodies and leadership roles within the Congress will be subject to change through periodic elections by the full membership of the Congress. Elections are intended not only as a mechanism for evaluating effectiveness and deepening cooperation among freedom-seeking forces, but also as a means of ensuring renewal, continuous improvement, and the possibility of rapid, merit-based advancement for new members.
The Congress serves as an open platform for structured dialogue among individuals on fundamental disagreements, as well as on shared goals, values, and visions for the future. It also provides an opportunity for political parties and organizations to come together, coordinate their activities, and define joint initiatives through voluntary collaboration. The structure of the Congress has been designed to create a balanced role for political parties and organizations while also enabling meaningful participation by individual members.
In shaping this structure, the guiding principle has not been merely the weight of numbers or the prominence of individuals or groups. Rather, it rests on the fundamental conviction that when fundamental rights are concerned, all stakeholders—across different communities, languages, ethnic groups, and political and social perspectives—must have a seat at the table of decision-making.
The charter has been drafted on the basis of the core values expressed at the first conference of the Iran Freedom Congress, the insights drawn from surveys of the conference participants, and consultations with specialists and experienced individuals in the field of organizational design.
The First Assembly of the Iran Freedom Congress will convene on ۳۰ April 2026. Following the inaugural session of the Assembly and the election of the Congress’s governing bodies, the mandate of the Coordinating Council will come to an end.
